]j--goga - nhl balclutha haul out
The National Park Service is soliciting revised quotes for the maintenance and restoration haul-out of the National Historic Landmark (NHL) full-rigged ship Balclutha. The services required include dry-docking the vessel to facilitate routine ship husbandry, hull cleaning, inspection, valve servicing, and preparation and painting of the hull and associated components. The scope of work also includes optional repairs such as steel repairs, carpentry repairs, and caulking. The Balclutha, built in 1886, is a riveted steel hull vessel with a length of 307 feet. The work must be performed by a contractor located along or adjacent to the navigable waters of the San Francisco Bay and Delta, utilizing a dry-dock or lifting facility capable of handling the vessel's displacement and hull form. The contract will be a firm fixed-price type, with award made to the offeror providing the best value to the government based on technical approach, relevant experience, past performance, qualifications of key personnel, schedule, and price. The period of performance for the base contract is 120 days from haul-out, with options for additional repairs and services. The NPS emphasizes historical accuracy and the preservation of historic fabric, requiring all work to be performed in a sensitive manner and in accordance with the Secretary of the Interior's Standards for Historic Vessel Preservation Projects.
