Fabrication of Reaction Frames and Floor Plates for Structural Testing

The Naval Surface Warfare Center Carderock Division (NSWCCD) is conducting market research to identify potential vendors capable of manufacturing large-scale test fixtures. These fixtures are required to support structural fatigue testing and are categorized into "floor plates" and "reaction frames." The procurement will involve fabricating or procuring steel floor plates according to specified material and dimensions, and machining them to final specifications. Additionally, vendors will need to fabricate or procure steel beams and plates for reaction frames, construct large weldments, and machine components to precise dimensions and tolerances. The selected vendor will also be responsible for assembling and confirming the fit-up of the reaction frame structure. Comprehensive quality assurance actions, including material certifications, Non-Destructive Testing (NDT) reports for welds, and final dimensional inspection reports, are required. Vendors are asked to provide capability statements detailing their experience with large steel structures, NDT and inspection capabilities, and manufacturing feasibility for two potential reaction frame designs. Information regarding estimated lead times and a Rough Order of Magnitude (ROM) price for the complete set of test fixtures and individual components is also requested.
