Law Enforcement Services at THC Lakes Project

The U.S. Army Corps of Engineers, Baltimore District, intends to award a sole-source, firm-fixed-price contract for law enforcement services at the THC Lakes Project. These services include patrols and enforcement of the laws of the Commonwealth of Pennsylvania. The Tioga County Sheriff's Department is identified as the sole-source provider due to their unique jurisdiction, authority, and training required to enforce state and local criminal and civil laws within the project area. As the local law enforcement agency with primary jurisdiction, they possess the specific authority and sufficient manpower necessary to ensure public safety during peak visitation periods. This is a notice of intent to award a sole-source contract, and it is estimated to be below the Simplified Acquisition Threshold. The government is establishing a 10-day notice period for this commercial requirement. While this is a notice of intent, the Government will consider capability statements, proposals, or quotations received within 10 days after publication of this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
