The University of Wisconsin-Eau Claire is seeking bids for comprehensive bulk mail preparation and processing services. This contract will supplement the university's existing mail capabilities, providing services on an as-needed basis for various bulk mailings. Services required include tabbing, folding, inserting, addressing, barcoding, mail preparation (sorting, traying, presorting), pickup of materials from University Mail Services, and delivery to the appropriate U.S. Postal Service facility. The contract may also include short-term and long-term storage of printed materials for up to eight months. Bidders must demonstrate experience in providing these services for at least five years and possess a United States Postal Service (USPS) permit for presort mail processing. Compliance with all current USPS regulations, including the Domestic Mail Manual (DMM), move update requirements, and Intelligent Mail Barcode (IMb) standards, is mandatory. The contractor must also have the capability to process high-volume mailings using equipment for high-speed inkjet or laser addressing, automation-compatible barcoding, automated tabbing, and automated folding and inserting. Data handling must include secure practices for transmission, storage, and deletion, along with address standardization (CASS) and NCOA processing. Secure, climate-appropriate storage for printed materials is also required.
