The US International Boundary and Water Commission (USIBWC) is seeking a contractor to supply and deliver crude glycerin to the Nogales International Wastewater Treatment Plant (NIWTP) in Rio Rico, Arizona. The NIWTP uses approximately 17 million gallons per day of raw sewage and has been upgraded to provide Biological Nutrient Removal, creating a demand for supplemental carbon. The crude glycerin will serve as a carbon source for the de-nitrification process. Delivery is required in bulk form to one of three 5,000-gallon storage tanks. The maximum projected usage is 193,100 gallons per year (approximately 15,500 gallons per month). Deliveries must be guaranteed within 7 calendar days of the task order and are to be made on an as-needed basis between 7:30 AM and 3:00 PM, Monday through Friday, excluding Federal holidays. The USIBWC reserves the right to reject any material not meeting specified properties. Key specifications for the crude glycerin include a minimum 70% glycerol content, a maximum 8% ash content, and a maximum 5% fat content. The material should be a pale to brown viscous liquid with neutral pH. The contract will be a Firm-Fixed Price contract awarded based on the lowest evaluated price of proposals meeting acceptability standards for technical requirements and past performance.
