Description

The Naval Supply Systems Command Fleet Logistics Center Sigonella (NAVSUP FLCSI), Site Rota, is conducting market research to identify companies capable of providing ship towing services. These services are required for U.S. Navy Ships, Naval Fleet Auxiliary Force vessels, Military Sealift Command vessels, and U.S. Coast Guard ships operating at Naval Station Rota, Spain. The contractor must comply with all local Spanish labor laws, insurance, and regulations, and be authorized to operate in Spain. The scope of work includes providing all labor, equipment, materials, and resources necessary for ship towing. The contract will be an Indefinite Delivery Indefinite Quantity (IDIQ) with a five-year ordering period. Services will be required 24 hours a day, 7 days a week, including holidays and weekends, with potential for urgent requirements and minimal lead time. Specific tug boat specifications, including tractor and conventional style tugs with minimum horsepower and bollard pull, are detailed in the Performance Work Statement. The contractor must have a minimum of two tractor-style tug boats readily available, with two conventional-style tug boats as backup. Personnel will require base access to Naval Station Rota.
