Design of Multi-Modal Trail Network and Belding Street Extension Project

The City of Hot Springs is seeking qualified consulting firms to provide professional engineering services for the Multi-Modal Trail Network and Belding Street Extension Project. This project is funded through the Federal Highway Administration (FHWA) via a United States Department of Transportation (USDOT) BUILD Grant. The scope of services includes preliminary engineering, environmental studies and NEPA documentation, public involvement, right-of-way plans, utility coordination, environmental permitting, and preparation of plans, specifications, and cost estimates for shared-use paths, pedestrian facilities, bicycle facilities, and roadway improvements. All work must comply with FHWA and federal-aid requirements, including Brooks Act Qualifications-Based Selection (QBS), 2 CFR 200 Uniform Administrative Requirements, National Environmental Policy Act (NEPA), and other applicable federal, state, and local laws. The total funding available for engineering and design services is approximately $2,384,532. Interested firms must submit a Letter of Interest, primary contact information, and Architect-Engineer Qualifications Standard Form 330 Parts I and II electronically via http://arkansas.ionwave.net or by email to purchasing@cityhs.net and mhill@hotspringsar.gov by 5:00 PM CT on Friday, May 8, 2026. The selection process will be qualifications-based, consistent with the Brooks Act and FHWA requirements.
