Live Internet Video Broadcast Services for PUCT Hearings and Meetings

The Public Utility Commission of Texas (PUCT) is seeking a contractor to provide live internet video streaming services for its open meetings and public hearings. These services will primarily originate from the PUCT Commissioners' Hearing Room in Austin, Texas, but may also be required from designated remote or mobile locations. The contractor will be responsible for providing a minimum of a 4-camera switchable system with a live operator, ensuring H264 compliant streaming across various platforms. The service must include providing and maintaining user microphones and ceiling speakers compatible with the existing audio systems, as well as supplying independent internet connectivity. A dedicated website for hosting live and archived broadcasts is required, with sufficient bandwidth to support at least 2,500 concurrent live viewers and 3,000 concurrent archived viewers. The contractor must guarantee 100% service availability during broadcasts and provide technical and customer support. Archived broadcasts must be maintained for 12 months, segmented by agenda item, and include closed captioning within seven calendar days of the broadcast. The contract is anticipated to be for a four-year period with no option for renewal.
