Tug and Barge Time Charter Services for Crane Relocation

This Request for Proposals (RFP) seeks qualified Proposers to provide tug and barge time charter services for the relocation of five Noell STS Cranes. The cranes will be moved from the Fenix Marine Services (FMS) terminal in Los Angeles, California, to the Kapalama Container Terminal (KCT) in Honolulu Harbor, Oahu. The services require a U.S. flag, Jones Act-compliant vessel and barge. Loading, unloading, and engineering related to the cranes will be performed by others. The initial shipment is anticipated by August 19, 2026, with subsequent shipments to follow as soon as possible thereafter. Proposers must offer a firm, fixed daily hire rate for these transportation services.
