Statewide Sign Language Interpreter Referral Service

The Department of Buildings and General Services, on behalf of the State of Vermont, is issuing this Request for Proposal (RFP) to establish contracts for a statewide sign language interpreter referral service. This service will assist Vermonters who are deaf, deafblind, or hard of hearing by providing access to qualified sign language interpreters for various needs, including appointments, meetings, and public events. The contractor will also provide interpreter referral services to businesses, educational programs, medical providers, State employees, and the general public. The service aims to ensure communication access for individuals who utilize sign language. Key requirements include maintaining a comprehensive list of certified interpreters, developing an accessible website for booking services, providing information and technical assistance, and conducting community education and outreach. The contractor will be responsible for managing an Advisory Board composed of individuals who are deaf, deafblind, or hard of hearing, certified sign language interpreters, and users of the service. The State anticipates a contract period of two years with an option to renew for up to three additional twelve-month periods, with an anticipated start date of September 15, 2026.
