This analysis will consider various staffing scenarios for the fire department, including maintaining the current combination model, adding full-time staff, transitioning to a full-time department, or exploring outsourcing options. The recommendations should integrate expanded response initiatives and address financial impacts, including apparatus, equipment, and capital demands. The project scope includes identifying current baseline services, analyzing calls for service and response times, defining community and employee expectations, and recommending optimal staffing models and leadership structures. The consultant will also evaluate the impact of leave time, training, and administrative support on core services, establish metrics for future staffing, and analyze current fleet and equipment. Additionally, the analysis will cover the rental licensing and property maintenance inspections program, identify barriers and opportunities for service improvement, and assess the departments' ability to foster an optimal culture that retains staff and supports their well-being.
