Description

The City of Golden Valley is soliciting proposals from qualified firms to conduct a comprehensive analysis of its police, fire, and emergency management operations. The objective is to evaluate current staffing models and levels, assess their capacity for future service demands, and provide recommendations for optimal staffing and service provision. This analysis will consider various staffing scenarios for the fire department, including maintaining the current combination model, adding full-time staff, transitioning to a full-time department, or exploring outsourcing options. The recommendations should integrate expanded response initiatives and address financial impacts, including apparatus, equipment, and capital demands. The project scope includes identifying current baseline services, analyzing calls for service and response times, defining community and employee expectations, and recommending optimal staffing models and leadership structures. The consultant will also evaluate the impact of leave time, training, and administrative support on core services, establish metrics for future staffing, and analyze current fleet and equipment.
