Hennepin County is soliciting proposals for emerging adult and adult diversion services. The scope of services includes three categories: 1. Intake, screening/assessment, and administrative management: This involves describing the plan to provide these services and establish relationships with community-based providers for direct services. 2. Intensive and/or specialized services: This requires a description of the plan to provide intensive services focused on addressing barriers and needs related to upstream factors and social determinants of health. 3. Restorative services: This entails a description of the plan to drive accountability, repair harm, foster individual growth, and build stronger, safer communities. Proposals should detail the organization's plan for implementing promising, best, and evidence-based practices, as well as community-informed practices and restorative principles. Applicants must also describe their staffing plan, management oversight, and the number of participants they intend to serve. Experience working with the target population (justice-involved emerging adults and adults), experience with government entities, and a commitment to equity, including serving historically marginalized communities and reducing barriers to services, are critical. The organization's ability to reflect the diversity of the populations served and to involve community members with lived experience in planning and service delivery will also be evaluated. Budgets should be submitted on a per-case basis for each selected service category, detailing all planned line-item expenditures and proposed unit rates. Hennepin County reserves the right to award an amount different from what is requested.
