Operate and Manage Public Transit System

Chemung County is soliciting proposals for the operation and management of its public transit system, known as CTRAN, along with the Corning Erwin Area Transit System (CEATS) and the Steuben County Public Transit System. These services are collectively referred to as "Tri-System Transit Services". Proposals must be submitted in sealed form to the Chemung County-City of Elmira Purchasing Department, located at 150 Lake Street, Room 309, Elmira, New York 14901, by 1:45 P.M. on Thursday, July 9, 2026. The Purchasing Office is closed daily from 12:00 Noon to 1:00 P.M. Proposals received after the deadline will not be considered. Bidders must submit one original and three copies of their proposal. Facsimile submissions will not be accepted. Proposals must remain valid for sixty (60) days after the due date. A pre-proposal meeting is scheduled for Thursday, June 11, 2026, at 10:00 A.M. in the Purchasing Conference Room, 150 Lake Street, Room 308, Elmira, NY 14901.
