As-Needed Construction Administration Labor Compliance Consulting Services

The County of San Diego is soliciting Statements of Qualifications (SOQ) from firms interested in providing As-Needed Construction Administration Labor Compliance Consulting Services. The anticipated contract term is an initial three-year base period with two one-year options, with a total contract value not to exceed $10,000,000. The County plans to award two contracts to the highest-ranked firms, with specific work assigned via task orders. The scope of services and fees for each task order will be negotiated on a project-by-project basis using negotiated hourly rates. The services will support the Project Management Division of the Department of General Services. Responsibilities include assisting the County with monitoring activities to ensure contractors and subcontractors comply with labor standards, conducting pre-construction meetings, collecting and verifying forms, auditing certified payroll records, assisting with prevailing wage violation reporting, and managing labor compliance closeout documents.
