Larimer County Economic and Workforce Development (LCEWD) is soliciting a One-Stop Operator under the Workforce Innovation and Opportunity Act (WIOA) of 2014 for the Larimer County Local Workforce Development area. The selected operator will facilitate, coordinate, negotiate, and amend Memorandums of Understandings (MOUs) with WIOA partners, monitor service delivery, and enhance coordination of services. The contract is funded with federal funds not to exceed $17,000.00. This is a one-year contract starting July 1, 2026, with the option for three additional one-year terms. The operator must comply with all applicable federal laws, regulations, and requirements, including those outlined in 20 C.F.R. SS678.600. Key responsibilities include drafting MOUs, convening partner meetings, establishing protocols for monitoring adherence and successes, providing regular updates and reports to the Workforce Development Board (WDB), and organizing customer-based focus groups. Vendors must demonstrate knowledge of and experience with the workforce development system and WIOA. All proposals must be submitted electronically through the Rocky Mountain E-Purchasing System (BidNet Direct) by May 13, 2026.
