Early Childhood Inclusion Network Partner Programs

Portland Public Schools (PPS) is issuing a Request for Qualifications (RFQ) to identify and establish a pool of qualified licensed early care and education programs to serve as Designated Partner Programs within the Early Childhood Inclusion Network. This initiative aims to support children aged 3-5 who have Individualized Education Programs (IEPs), ensuring they are placed in appropriate Least Restrictive Environments (LRE). This includes both inclusive general education classrooms and specialized special purpose preschool settings, tailored to individual student needs. Qualifications and submission forms must be submitted electronically to bids@portlandschools.org by May 30, 2026, at 3:00 p.m. The subject line should include the Program Name, contract name, and #26092.
