Lead-Based Paint Dust Lead Action Level Testing Services
Village of Victory
The Village of Victory is seeking proposals for an EPA-licensed Lead Risk Assessor to conduct post-renovation and/or post-abatement dust lead action level testing. This service is required to comply with HUD Title X (24 CFR, Part 35, Subpart J) and EPA TSCA (40 CFR Part 745) regulations for their HUD-funded housing rehabilitation programs. Key requirements include performing DLAL clearance testing in accordance with HUD Title X and the HOME program Lead Safe Housing Rule, following HUD/EPA guidance for sampling procedures, chain-of-custody, sample handling, and reporting. Vendors must use an ELAP-accredited laboratory for dust sample analysis and provide proof of accreditation. Vendors must also not be on the HUD debarment/suspension list, provide required insurance and credentials, and retain records for five years. Reports, chain-of-custody forms, and lab results must be submitted within two business days of laboratory receipt. The Village of Victory requires vendors to accept 60-day payment terms.
