Professional Animal Care Services for Seattle Animal Shelter

The City of Seattle, Department of Finance and Administrative Services (FAS), Capital Development Division (CD), is seeking consultant services for programming and pre-design for a new municipal animal shelter. The current shelter, built in 1980, is undersized and functionally constrained. The city plans to construct a new, purpose-built facility of approximately 50,000 square feet. The scope of work includes partnering with an architectural and engineering consultant to refine program requirements, assess site and operational considerations, prepare pre-design documentation, and support public engagement. The selected consultant will also serve as a subject matter expert through design, bidding, and construction administration phases. The project must meet the City's Sustainable Buildings Policy, aiming for a LEED Gold rating and compliance with the "Green New Deal" to be fossil-fuel-free. The new facility may also co-locate the Seattle Police Department (SPD) Canine (K9) Unit program. Minimum qualifications for the prime consultant include experience delivering design services for program-driven buildings of at least 30,000 gross square feet in the last 10 years. A veterinarian (DVM) with experience in shelter design is also required, either as the prime consultant or a subconsultant. Additionally, experience designing animal shelters encompassing clinic space, animal care space, programming space, staff and client space, and functioning truck bay is necessary.
