Delaware Health Information Network Financial Statement Audits

The State of Delaware, Office of Auditor of Accounts (AOA), is soliciting proposals from qualified certified public accounting firms to perform annual financial statement audits for the Delaware Health Information Network (DHIN) for the fiscal years ending June 30, 2026, and June 30, 2027. The contract period will be for two years, with the option to renew for two additional one-year terms. The selected firm will not be responsible for preparing the financial statements, note disclosures, or management discussion and analysis. All reporting packages must be submitted electronically to the AOA Liaison. The firm must maintain engagement documentation for five years and provide an electronic copy of all support documents and workpapers upon completion of the engagement. An addendum has been issued to address questions regarding typical audit timelines, potential federal funding impacting Uniform Guidance audits, and details on previous audit adjustments and findings.
