The Department of Veterans Affairs is soliciting quotes for triennial inspection and testing of electrical breakers and the electrical power distribution system at the Iowa City VA Healthcare System. The contractor must have a minimum of five years of specialized experience in testing, inspecting, cleaning, adjusting, and appraising electrical distribution systems and apparatuses in healthcare, industrial, educational, and commercial facilities. All work must be fully documented and comply with manufacturer recommendations and applicable NETA, NEC, NFPA, ASTM, ASA, and VA standards. Outages must be scheduled in advance and performed during nights and weekends. The scope of work includes inspecting and testing switchgear equipment, medium voltage circuit breakers, protective relays, primary disconnects, transformers, low voltage circuit breakers, generators, and batteries. The contractor will be responsible for cleaning, inspecting, and testing equipment, reporting any deficiencies, and performing necessary adjustments. Specific testing procedures for various components are detailed, including contact resistance measurements, megger tests, and relay calibration. Deliverables include two hard copies and one electronic copy (CD) of the test data and inspection results, bound in an 8 1/2 x 11 format. Reports must include a summary of the project, descriptions of equipment tested, tests performed, test data, analysis, and recommendations. The contract period is anticipated to start on May 11, 2026, with work to be performed in May 2026.
