The National Oceanic and Atmospheric Administration's Acquisition and Grants Office, Eastern Acquisition Division-Kansas City, intends to negotiate and award a purchase order on a sole source basis for a Haas ST-20 CNC Lathe machine. This machine is required for the National Data Buoy Center (NDBC) at Stennis Space Center, Mississippi, to manufacture components used across all NDBC programs. The Haas ST-20 was selected due to its compatibility with existing Haas CNC mills and lathes at NDBC, its use of the common Next-Generation Control (NGC) system, and the facility's existing inventory of Haas-compatible tooling. The machine includes BMT65 tool holders and a Wireless Intuitive Probing System (WIPS) designed to interface with Haas software. This choice also optimizes training and workforce efficiency, as all NDBC machinists are trained on Haas systems. Phillips Federal, the exclusive distributor for Haas CNC tools to U.S. Government facilities, will provide a single certified point of contact for service and maintenance. Alternative brands would necessitate significant costs for retraining and new hardware, making the Haas ST-20 the only machine that meets the government's needs without excessive cost. This is a pre-solicitation notice and not a request for competitive proposals. Firms believing they can meet the government's requirements may submit substantiating documentation or a request for additional information in writing to tyran.claypool@noaa.gov within 15 days after publication. Such submissions will be evaluated solely to determine if competitive procurement is warranted. The government reserves the discretion to proceed with a non-competitive award.
