Air Quality Construction Permit Notice

This notice concerns an application for a Construction Permit filed by Capital Sand Proppants, L.L.C. with the West Virginia Department of Environmental Protection, Division of Air Quality. The permit is for the construction of a new sand storage building and four enclosed conveyor systems that will feed into existing silos at their facility. The facility is located at 12107 Energy Highway, Friendly, in Tyler County, West Virginia. The applicant estimates that this new construction will not result in an increase in regulated air pollutants. Operations for this project began on October 1, 2024. Written comments regarding this permit application will be accepted for at least 30 calendar days from the date of publication of this notice.
