Design-Build Seismic Upgrades for VA SORCC in White City, OR

The U.S. Army Corps of Engineers, Portland District, is seeking a design-build contractor for a project at the VA SORCC in White City, Oregon. This project involves the construction of two new buildings, B300 (approximately 80,074 GSF) and B301 (approximately 96,946 GSF), along with three new connecting corridors and a new surface parking lot with 188 spaces. Significant site work and demolition are included, such as the removal of two existing buildings and four connecting corridors totaling approximately 46,500 GSF, as well as existing parking lots. The new B300 will house IT, Engineering, Environmental Management, Business Office, and Police departments, while B301 will accommodate Primary Care, Radiology, Dental, and Pharmacy functions. A portion of an existing building (B201A) will also be renovated. The acquisition strategy is an unrestricted, competitively negotiated, two-phase design-build process, with a firm-fixed-price contract award. The target ceiling for the total contract, including design and construction, is $260 million. The North American Industrial Classification Code (NAICS) is 236220 for Commercial and Institutional Building Construction, with a size standard of $45 million. The estimated award date for the design-build construction contract is in the second quarter of fiscal year 2027, with construction completion expected in the first quarter of fiscal year 2031. Proposals must be submitted electronically through the PIEE Solicitation Module, and contractors must be registered in SAM.gov. The project requires CMMC Level 2 (Self) compliance.
