General Legal Counsel Services

The Jefferson County Water Authority (JCWA) in Festus, Missouri, is soliciting Statements of Qualifications from qualified law firms or licensed attorneys to provide ongoing general legal services on a retainer basis for a five-year agreement. The selected counsel will serve as General Counsel and provide services including governance and board counsel, contracts and procurement, regulatory and compliance advice, employment and personnel matters, real estate and easements, litigation and risk management, and general legal counsel. Respondents must demonstrate experience representing Missouri public entities, water districts, or utilities, and familiarity with Missouri municipal law, Sunshine Law, public procurement, and infrastructure contracts. Proposals must include a detailed fee proposal with hourly rates and any proposed annual rate adjustments, confirmation of a five-year commitment, references, and insurance documentation. The Authority seeks transparent and cost-effective pricing.
