The Bureau of Land Management (BLM), National Wild Horse and Burro Center at Palomino Valley (PVC) requires 1000 tons of 2026 crop grass hay. Delivery is expected between October 1, 2026, and November 25, 2026. Both large and small bales will be accepted. The hay must consist solely of Teff Grass, Timothy Grass, or a combination of Timothy, Brome, and Orchard Grass. It must be domestically grown, leafy, green, sun-cured, free of dust, mold, heating, and weeds like Russian Thistle or "Cheat" grass. It should not contain more than 25% alfalfa or any bearded grain with long awns, and must be free of blister beetles. Small bales should weigh between 100-140 pounds and be baled with 3 strands of twine. Large bales should weigh between 800-2000 pounds, with acceptable dimensions of 4'x4'x8' or 3'x4'x8'. Round bales are not acceptable for either size. All hay must be barn-stored or covered, and any hay stored outside uncovered must be free from weather damage. Hay must be stacked to allow for movement with a "hay squeeze". Certified weight tickets from a State Certified Weight Ticket provider are required for each shipment, and invoices must include tonnage and weight ticket numbers. The contractor is responsible for delivery, unloading, and stacking the hay at the National Wild Horse and Burro Placement Center at Palomino Valley, 15780 State Route #445, Reno, Nevada 89510. Deliveries are to be made Monday through Friday, between 7:30 a.m. and 4:00 p.m. local time, excluding weekends and national holidays. Drivers must check in with the Contracting Officer's Representative (COR) or Program Point of Contact (POC) prior to unloading for inspection and to submit weight tickets. The COR reserves the right to request specific bale sizes or deliveries based on inventory needs.
