Bulk Carbon Dioxide Supply with Telemetry System
FOOD AND DRUG ADMINISTRATION
The U.S. Food and Drug Administration (FDA), Office of Acquisitions and Grants Services (OAGS), on behalf of the Center for Biologics Evaluation and Research (CBER), is conducting a market survey to determine if there are small business sources capable of providing a contractor-supplied telemetry system with telemetry monitoring and delivery of a constant CO2 supply. This service is for a government-owned external bulk CO2 tank located at the Federal Research Center White Oak Campus in Silver Spring, MD. The current contract expires on September 17, 2026, and a new contract for a base period plus four option years is anticipated to begin on September 18, 2026. The contractor will be responsible for installing and maintaining a telemetry tank monitoring system that ensures a minimum 10-day reserve supply. The system must be operational from day one and include backup power. Deliveries must be of beverage-grade CO2 (at least 99.9% pure) in quantities of 156 tons per fill, maintaining tank pressures above 165 psi. The contractor must also comply with all applicable laws, regulations, and safety standards for the transportation, storage, and handling of the gas and tanks. In case of a low tank status (less than 30% or 458 gallons), the contractor must respond within 2 hours to restore the supply and ensure the tank remains above this level for no more than 24 hours from the initial report.
