The State of Oregon, through the Department of Human Services, Aging and People with Disabilities, Central Adult Protective Services Unit, is issuing a Request for Application (RFA) for qualified Contract Attorneys. These attorneys will provide legal services related to protective proceedings as defined by ORS 125. The initial contract term is anticipated to be five years, with the possibility of awarding up to twelve contracts. Applicants must be active members of the Oregon State Bar in good standing, reside and practice law within Oregon, and have experience in protective proceedings such as guardianships and conservatorships. The scope of work includes preparing, filing, and presenting petitions for protective proceedings until a fiduciary is appointed or the petition is dismissed. The state does not guarantee a specific level of work or dollar amount. Attorneys will be placed on a registry provided to petitioners who may select an attorney from this list. Hourly rates for Contract Attorneys are set at $175.00, with paralegals at $80.00 and office assistants at $20.00. Maximum compensation per proceeding is capped at $2,250.00 for guardian/conservator proceedings, or $2,750.00 for more complex cases, plus up to $1,750.00 for court fees.
