The Department of Technology, Management and Budget (DTMB), on behalf of the Michigan Department of Natural Resources (DNR), is seeking professional engineering services for a Phase 100 study of the Thread Creek Dam located within the Holly State Recreation Area in Holly, Michigan. The objective of this project is to evaluate the current condition of the dam and provide various options for its removal or replacement, including associated costs, with the aim of removing its designation under Part 315 of EGLE regulations. The dam has been rated as failing by EGLE and its impoundment was drawn down in 2025. The findings from this assessment will inform future management decisions regarding the dam and its earthen embankment. The selected firm will be responsible for providing comprehensive professional services in compliance with DTMB and DCD policies and procedures. This includes conducting necessary meetings, providing bi-weekly progress summaries, identifying and itemizing all testing requirements, and developing a detailed project schedule. Reimbursable expenses, such as topographic surveys and geotechnical reviews, are to be itemized and included in the proposal.
