Description

This is a market research notice for helicopter operations to support the Joint Pacific Alaska Range Complex (JPARC) at Eielson Air Force Base, Alaska. The requirement is for a contractor to provide a total of 130 flight hours for light lift helicopter operations, capable of transporting two personnel and up to 100 pounds of equipment, and 130 flight hours for medium lift helicopter operations, capable of transporting four personnel and up to 500 pounds of equipment. Additionally, 50 hours of medium lift operations must be IFR-certified for night or low-visibility conditions. The services are critical for maintaining access to JPARC management systems, which support U.S. and Coalition Armed Forces training exercises. Failure to provide these services could lead to damaged equipment, fuel spills, and other hazards. The contractor will be responsible for managing all aspects of the helicopter support, including subcontracting, vetting operators, scheduling, and ensuring compliance with all safety and regulatory requirements. The PWS indicates a historical average of approximately 310 total flight hours per year, with a mix of light lift, medium lift, and night/IFR operations.
