Description

Boone County is seeking professional services to implement credit and debit card payment options for the public. This service will allow individuals to pay filing fees, court costs, copy fees, posting bonds, and other restitution costs. The County requires a model where there is no cost to the County, with all service charges passed on to the cardholder. The selected service must provide accounting data that associates credit card charges with related case numbers, and aim to keep service fees as low as possible for cardholders. The solution must accept major credit and debit cards including Visa, MasterCard, American Express, and Discover. It needs to be compliant with Payment Card Industry Data Security Standards (PCI DSS) and allow for minimal PCI DSS burden on the County. Transaction options should include web-based, card-not-present processing, online real-time authorizations, phone, web, and on-site payments. A toll-free number available 24/7/365, a user-friendly website, and reliable on-site payment processing capabilities are required. The service must also provide email receipts, agency-initiated payment acceptance/denial, automated reporting, and electronic funds settlement within 48 hours. Implementation must occur within 30 calendar days of contract signing, with training options available. The system must support multiple payors and allow for payments to different bank accounts, differentiating services by office. Integration with the Sheriff's Office Training Management System (Acadis) is required, and integration with financial, accounting, and cashiering systems is desired. The Offeror shall absorb all chargeback liability and handle all cardholder inquiries. The County is looking for a contract with an initial period of July 1, 2026, through June 30, 2027, with five (5) additional one-year renewal options.
