Santa Clara Valley Transportation Authority Engineering and Program Delivery
The Santa Clara Valley Transportation Authority (VTA) is soliciting proposals for comprehensive engineering design services to assess and upgrade the existing Vasona Corridor signal system. This system currently utilizes AFTAC II train detection and Electrocode DC systems managed by the Vital Harmon Logic Controller (VHLC) microprocessor system, which also coordinates US&S gate mechanisms for highway-rail grade crossings shared with Union Pacific Railroad. The scope of work includes accounting for upcoming signal changes in the VTA system, such as the upgrade of UPRR train predictor systems and the overhaul of the VHLC microprocessor system. The selected firm will be responsible for preparing complete Plans, Specifications, and Estimates (PS&E) and providing support during the bidding and construction phases. The design must also consider future fleet technologies for positive train control and potential changes in car length and braking distance, documenting all assumptions made. Deliverables will include a pre-engineering assessment report, 35%, 65%, 95%, and 100% design submittals, and support during procurement and construction. The design must adhere to VTA policies and standards, as well as those from Caltrans, FTA, CPUC, FRA, and local agencies.
