Consultant Services for Greyfield Property Analysis and Investment Strategy

The Connecticut Department of Economic and Community Development (DECD) is seeking proposals from qualified consultants to conduct a comprehensive study on Greyfield properties across the state. This initiative aims to identify and quantify the extent of underutilized commercial and office properties, develop a methodology to assess their development readiness, and design a strategic framework for state investment in their redevelopment. The selected consultant will perform a Community Exposure Analysis using property tax records, vacancy rates, and market trends to create a ranked exposure profile. They will also develop a Numerical Impact Model to support consistent comparisons and prioritization, and an Investment Structure Framework to evaluate various state investment tools like grants, loans, and tax credits. Finally, a standardized scoring matrix will be developed for evaluating future funding requests based on criteria such as property ownership, equity investment, proximity to transit, and alignment with local plans.
