Title Print and Mail Services

The Mississippi Department of Revenue (DOR) is seeking bids for a contract to provide off-site processing services for printing and mailing vehicle titles on a daily basis. This includes converting electronic data to paper format and preparing it for mailing to the United States Postal Service. The awarded vendor will be responsible for printing addresses and barcodes to qualify for maximum USPS discounts, providing paper stock and envelopes, and delivering documents to the USPS. The DOR will transmit electronic data via SFTP, and the vendor must maintain secure handling and destruction of this data. The contract will be a fixed-price agreement for a term of three years, commencing October 2, 2026, and ending October 1, 2029. Bidders must have at least five years in business, commit a dedicated project manager, and possess at least two operational processing facilities for disaster recovery.
