EIE484 Permanent Party Dormitory Construction

This Sources Sought Notice is for market research purposes to identify qualified businesses capable of constructing a 3-story permanent party dormitory to house 225 unaccompanied enlisted airmen at Eielson Air Force Base, Alaska. The project includes slab-on-grade and steel frame construction with concrete masonry unit block veneer and a standing seam metal roof. It also encompasses supporting facilities such as 200 additional parking spaces and extensions of steam, water, sewer, and power utilities, along with landscaping. The main facility will include 225 dormitory units, activity space, communal kitchens, a dorm management office, public restrooms, laundry facilities, a theatre/meeting space, an elevator, and mechanical/utility space. Key requirements for potential contractors include experience with deep dynamic compaction, cold region construction, structures of similar size and height (minimum 100,000 SF, 2-5 stories), large utilidors (2-5 utilities), and similar acoustic installation experience (e.g., hotels, apartments, dorms). The project will require Cybersecurity Maturity Model Certification (CMMC) Level 1 Self-Certification. The estimated magnitude of construction is between $200 million and $250 million, with an anticipated contract type of firm-fixed-price and an estimated duration of 952 calendar days.
