Description

This solicitation is for the Energy Resilience Conservation Investment Program (ERCIP) Rock Island Arsenal (RIA) Microgrid and Power project. The project involves the construction of a microgrid system powered by natural gas-fired reciprocating internal combustion engine (RICE) generators with a total capacity of 14 Megawatts (MW), 3 MW of solar photovoltaic (PV) panels, and a 400-kilowatt (kW)/1.6 Megawatt-hour (MWh) Energy Storage System (ESS). This system will integrate with the existing 2.8 MW hydroelectric power plant to provide sustained power to the entire RIA electrical distribution system during grid outages, ensuring uninterrupted support for the Advanced Manufacturing Center of Excellence. This is a Design-Bid-Build (DBB) project with an estimated construction magnitude between $25 million and $100 million. The solicitation is a full and open procurement with a HUBZone price evaluation preference. Access to the restricted solicitation documents requires an active System for Award Management (SAM) registration and a current BASIC confidence level in the Supplier Performance Risk System (SPRS). Additionally, compliance with Cybersecurity Maturity Model Certification (CMMC) Level 2 (Self) is mandatory prior to award.
