Request for Proposals for Strategic Plan Development

The City of Berkley is seeking an experienced consultant to assist and support City staff in the development of an organizational strategic plan. The selected firm will be responsible for assessing the City's current strategic position, engaging with residents, staff, and key stakeholders to understand their vision, developing a clear and actionable strategic plan outlining priorities, objectives, and action items, and providing guidance on the implementation, tracking, and performance measurement of the plan. The scope of work includes reviewing the City's current guiding Strategic Framework, Master Plan, Parks and Recreation Master Plan, and Economic Development Strategy. The consultant will also be responsible for creating and implementing a comprehensive community engagement plan, conducting a statistically valid community survey, and facilitating discussions with various stakeholders. The final deliverable will be a comprehensive strategic plan that incorporates feedback from all parties, along with a strategy for implementation, tracking, and performance measurement.
