The trail is constructed on an old railroad bed with a soil cement surface and has sustained damage from hurricanes. The work will focus on repairing these impacted areas. The project requires compliance with Georgia's Water Quality Control Act and includes specific requirements for erosion and sedimentation control, with potential fines for non-compliance. A field condition allowance is included for unforeseen circumstances, and the County will pay for all materials testing. Work hours are limited, and an Encroachment permit from the Department of Public Works is required. The trail will be closed to the public during construction, and the contractor is responsible for traffic control. Material staging and storage must be planned to avoid wetlands, and delivery can be via Fort Pulaski Road or barge. The contractor is responsible for pre-construction inspections and documentation, including video of existing conditions and material delivery tickets. The contract is for a one-time purchase.
