Scrub Seal, Slurry Seal, and Micro-Surfacing Services

Rankin County Board of Supervisors is soliciting sealed term bids for the provision of scrub seal, slurry seal, and micro-surfacing (including modified applications) for road services. The contract period is from July 1, 2026, through December 31, 2026, with an additional six-month option period. Scrub seal shall meet Mississippi Department of Transportation (MDOT) Special Provision No. 907-405-9 requirements, using No. 8 aggregate as specified in Section 703.14 of the Mississippi Standard Specifications for Road and Bridge Construction. Slurry seal shall conform to Section 411 of the Mississippi Standard Specifications for State Aid Road and Bridge Construction, 2004 Edition, Type 2. Micro-surfacing shall meet MDOT Special Provision No. 907-405-6, using Type II aggregate. Modified micro-surfacing specifications detail requirements for materials, equipment, and application procedures, including a latex-modified asphalt emulsion, crushed mineral aggregate, mineral filler, and water. All bids must be submitted by May 28, 2026, at 8:00 a.m. Paper bids should be sent to 211 East Government Street, Suite A, Brandon, MS 39042, and electronic bids can be submitted at www.centralbidding.com. Bids will be opened on May 28, 2026, at 9:00 a.m. This solicitation is made under the authority of Section 31-7-13, Mississippi Code of 1972, Amended. Bidders acknowledge that accepted bids will be available to municipalities within Rankin County who have entered into an Interlocal Cooperation Agreement with the Board of Supervisors.
