Chugwater Energy Project Permit Approval

The Wyoming Industrial Siting Council has issued an Industrial Siting Permit to Chugwater Energy, LLC for the Chugwater Energy Project. This project involves the construction and operation of approximately 300 megawatts (MW) of wind energy, 150 MW of solar energy, and a 150 MW (600 megawatt-hour) Battery Energy Storage System. The project is located east of Chugwater and I-25 on private and state land in Platte County, Wyoming. An amendment request has been received from ConnectGen Albany County LLC to amend the construction schedule and anticipated commercial operation date from the fourth quarter of 2026 for Stage 1 and the third quarter of 2027 for Stage 2 to by or before the fourth quarter of 2029 for both stages. The site will be accessed via Slater Road (WY 314), Lone Tree Road (Hwy 313), or East Bear Creek Road/Windmill Road (CR 245). The construction workforce is expected to average 253 full-time workers from the second quarter of 2026 to the first quarter of 2028, with onsite construction workforce ranging from a low of 100 workers in May 2026 and January 2027 to a peak of 450 in July 2027. The permit was granted following a public hearing on November 20-21, 2025, and December 29, 2025, at the Chugwater Community Center. Copies of the permit can be reviewed at the Platte County Clerk Office, Goshen County Clerk Office, Laramie County Clerk Office, or the Department of Environmental Quality in Cheyenne, Wyoming.
