Richard Downing Avenue Reconstruction Project

The City of Council Bluffs Public Works Engineering Division is seeking bids for the Richard Downing Avenue reconstruction project. The scope of work includes approximately 8,487 square yards of pavement removal, 8,015 square yards of subgrade treatment with fly ash, 8,015 square yards of 8-inch subbase, 4,630 linear feet of 4-inch diameter subdrain, 7,176 square yards of 8-inch PCC pavement with control joints and 6-inch curb, 280 linear feet of 15-inch diameter storm sewer, and 10 units each of storm sewer intake (SW-507) and pipe apron. The project has an intermediate contract completion period. Stage 2, which includes opening the Council Bluffs Recreation parking lot B driveway to Richard Downing Avenue from both directions, must be completed by October 22, 2026. Liquidated damages of $5,000 per day will be charged for each day Stage 2 is not complete between October 22-25, 2026. The overall completion date for all work is November 13, 2026.
