The National Oceanic and Atmospheric Administration (NOAA) is announcing the availability of federal funding for projects aimed at restoring Pacific salmon populations. This funding, authorized by the Infrastructure Investment and Jobs Act and the Commerce, Justice, Science; Energy and Water Development; and Interior and Environment Appropriations Act, 2026, is available to the States of Washington, Oregon, Idaho, Nevada, California, and Alaska, as well as federally recognized tribes of the Columbia River and Pacific Coast. The program supports conservation efforts for salmon and steelhead populations that are threatened, endangered, or identified as at-risk, as well as those populations necessary for tribal treaty fishing rights or native subsistence fishing. Projects will also focus on the conservation of Pacific coastal salmon and steelhead habitat, aligning with principles of "Gold Standard Science" to ensure reproducibility, transparency, and collaboration. Eligible entities can apply for grants to support projects that address factors limiting salmonid productivity, monitor population status and trends, or support other conservation and restoration activities. The funding instrument will be a grant agreement, with NOAA anticipating up to $99 million available. Awards are expected to have a performance period of up to five years, with an earliest anticipated start date of September 1, 2026. State applicants are required to provide a match of at least 33% of federal funds, while federally recognized tribes are exempt from this requirement.
