Labor Management Committee Training for New York State Employees

The Professional Development Program (PDP), managed by The Research Foundation for State University of New York and contracted by the Office of Employee Relations (OER), is seeking proposals for Labor/Management Committee (LMC) training services for New York State employees. This training is intended for Public Employees Federation (PEF)-represented, Management Confidential (M/C), and Civil Service Employees Association (CSEA)-represented employees. The training will focus on effective communication skills, respect in the workplace best practices, basic labor relations principles, and committee organization. Key topics include effective communication and conflict resolution, managing difficult situations, and running successful meetings. Each workshop will include a half-day assessment for both labor and management prior to the in-person classroom sessions, which are typically two full days but can be extended to three days if needed. The training will be delivered statewide and is scheduled for the period of July 1, 2026, through December 31, 2027, with the possibility of up to four one-year extensions.
