Region 18 Education Service Center (ESC) is soliciting proposals for comprehensive employee benefit plans designed to serve eligible individuals and their dependents. The selected vendor will be responsible for providing a range of benefits, including at least two health plan options (a PPO and a high-deductible plan), comparable to TRS Active-Care. The contract aims to secure these benefits at an economical value, ensuring high-quality coverage that meets employee needs while managing insurance costs effectively. Key responsibilities for the selected administrator include managing plan administration, adjudication of claims, stop-loss reporting, and filing. While Region 18 ESC will handle payroll deductions and advise on additions/deletions, the administrator must provide all necessary enrollment materials, such as ID cards and benefit books. The contract period is set for September 1, 2026, through August 31, 2028, with the possibility of two one-year extensions, and open enrollment is scheduled to begin in August 2026.
