Supplemental Public Sector Training (SPST) Grant Program

The U.S. Department of Transportation, through the Pipeline and Hazardous Materials Safety Administration (PHMSA), is soliciting competitive applications for the Fiscal Year 2026 Supplemental Public Sector Training (SPST) Grant Program. This program aims to provide grant funds to national nonprofit fire service organizations. The primary goal is to train instructors who will then conduct HAZMAT response training programs for individuals with statutory responsibility to respond to hazardous materials accidents and incidents. Funds may also be used to train individuals directly involved in responding to such incidents. The program is authorized by Congress and is administered through a competitive grant process. Applicants must demonstrate expertise in "train-the-trainer" models and have the capacity to reach and engage emergency responders.
