Contracted High Dosage Tutoring Services

Salem-Keizer Public Schools is requesting authorization for a Class Special Procurement to acquire contracted high dosage tutoring services. These services will be funded through a grant (ODE27O636) from the Oregon Department of Education (ODE). ODE maintains an authorized list of service providers for these services, which the District will utilize to contract with multiple firms to meet student needs. The District will employ negotiations and direct award contracts for this effort. This special procurement is justified because ODE requires pre-authorized service providers, making competitive sealed proposals infeasible. The proposed procurement is unlikely to encourage favoritism or diminish competition, as ODE has pre-determined the eligible service providers. Furthermore, this approach substantially promotes the public interest by allowing the District to source services from ODE's established pool of providers, a method that could not practicably be realized through standard competitive bidding processes.
