Aircraft Rescue and Fire Fighting (ARFF) Commercial Training Services

The United States Marine Corps (USMC) requires commercial Aircraft Rescue and Fire Fighting (ARFF) training services. This is a new requirement, and the USMC is contemplating establishing a multiple-award or single-award Indefinite Delivery, Indefinite Quantity (IDIQ) contract with a 5-year ordering period to fulfill this need. The training is critical for maintaining core competencies as outlined in the NAVMC 3500.114 ARFF Training and Readiness (T&R) Manual. The contractor shall provide all necessary personnel, equipment, materials, instruction, and supervision to deliver complete annual recurrent ARFF training courses at their facilities. This includes training on aircraft fuel spill fires, three-dimensional aircraft running fuel fires, aircraft interior fires, aircraft auxiliary power unit fires, aircraft engine fires, aircraft wheel/brake fires, aircraft electronics and electrical compartment fires, and aircraft incident/accident debris fires. Additionally, a distinct course covering the principles and practical application of new Fluorine-Free Foam (F3) agents is required. All training must comply with relevant standards including CFR, DoWI, NATOPS, NFPA, and FAA Advisory Circulars. The government will not furnish any property or equipment, and the cost of courses shall be inclusive of all materials required for student completion.
