County of Alameda Treasury Pool Evaluation Services

The County of Alameda is procuring an independent consultant to conduct a comprehensive evaluation of its Treasury Investment Pool. This evaluation will cover at least the previous five years and assess the Pool's historical performance, governance practices, benchmarking methodologies, and reporting practices. The consultant will also provide advisory services related to the County's recently adopted Ethical Investment Policy (EIP), including its potential impacts on investment performance, risk management, and portfolio composition. The selected consultant will prepare a written report summarizing findings and recommendations, and present these to County staff and the Alameda County Board of Supervisors. The scope includes analyzing investment decisions, performance benchmarks, reporting practices, and investment advisory structures used by peer groups. The consultant must possess at least five years of experience in investment advisory or portfolio evaluation services for public entities.
