Orting Valley East Corridor Alternative Alignment Study

Pierce County is requesting engineering, environmental, geotechnical, public involvement, and design services for an alternatives feasibility study of a new roadway alignment connecting the west side of the Orting Valley to SR 162. The selected consultant will evaluate feasible corridor alternatives, identify environmental and engineering constraints, assess community and stakeholder considerations, and recommend a preferred alignment suitable for documentation in a programmatic State Environmental Policy Act (SEPA) Environmental Impact Statement (EIS). The County anticipates pursuing future federal funding for implementation of the recommended corridor. Accordingly, the consultant's work may be required to follow the Federal Highway Administration (FHWA) Planning and Environmental Linkages (PEL) Framework and result in a PEL Study Report structured to support and streamline future National Environmental Policy Act (NEPA) review. The estimated value of the initial contract is between $1,000,000 and $1,500,000, with a negotiated contract on a WSDOT Local Programs Cost Plus Fixed Fee basis. The initial contract period is anticipated to be 24 months, with the County having the option to renew for an additional three years.
