Rotary Wing Airlift Support Services for Special Warfare Training Wing

The Air Force Installation Contracting Center (AFICC) intends to award a sole-source Indefinite Delivery, Indefinite Quantity (IDIQ) contract to Air Center Helicopters for Rotary Wing Airlift Support Services for the Special Warfare Training Wing (SWTW). The anticipated ordering period is from January 31, 2027, to January 30, 2032. This sole-source justification is based on Air Center Helicopters' unique capabilities, as they are the only vendor operating both small and large airframe helicopters that meet the stringent requirements for personnel, litter, and lift capabilities, including AMC CARB certification, specific cabin configurations, hoist ratings, NVG availability, and the ability to provide replacement aircraft within 36 hours. These capabilities are essential for SWTW's training pipeline, which includes various special warfare courses and instructor proficiency training. This notice serves as a synopsis of a proposed contract action. Interested parties who believe they can fulfill the requirement are invited to submit a capability statement demonstrating their ability to provide equivalent services by June 5, 2026, 1400 CST. The government will consider these responses to determine if a competitive procurement is in the best interest of the government.
