Description

The Iowa Judicial Branch is seeking proposals from qualified contractors to provide community-based treatment services for youth adjudicated as delinquent or at risk of entering the juvenile court system. These services are intended to address problematic sexualized behaviors (PSB) and help youth transition into productive adulthood while preventing future offenses and out-of-home placements. The scope of work includes accepting referrals, conducting initial contact within three business days, providing clinical oversight by a Master's level therapist or psychologist certified in PSB treatment, and developing individualized case-treatment plans. The contractor will be responsible for administering psychosexual evaluations and risk assessments using validated tools, creating effective youth transfer plans, and providing evidence-based individual and group outpatient services. Services must be delivered in a safe, confidential environment, separate from other client populations, and consider age and risk level. The contractor will also collaborate with Juvenile Court Services (JCS) by providing progress reports, participating in case staffings, and offering expert testimony when requested. Additional services include managing electronic monitoring, conducting polygraph testing, facilitating pro-social group activities, and developing discharge and aftercare plans with relapse prevention strategies. The contractor must also provide quarterly reports and ensure all staff are certified by ATSA or IBTSA. The contract is for an initial term of one year with up to five one-year renewal options, with an anticipated maximum budget of $300,000.00.
